This controller, I think, is primarily for gamers who love to play Racing games, like Forza, or First Person Shooters, like Call of Duty. This is due to being able to adjust the tension in the Analogue sticks. The fact that you can loosen the tension in each individual Analogue stick is extremely useful, enabling FPS gamers, to spin on the spot with ease whilst also being able to aim with supreme accuracy. For racing games it's useful so you can tighten the sticks up for more controlled cornering.
Although this controller does look like a standard Microsoft Xbox 360 controller, all it's little features can give you a huge advantage against the competition. It's no wonder the MLG have banned it so quickly. And of course, game's are much better when you're unbeatable, eh?;)
